Key Employees

William Jones, Vice President

William has broad experience in oil and gas and engineering-based companies, with over 20 years experience in exploration, operations, finance and general management. He co-founded and managed Queensland Energy Resources, an Australian energy company, and Shale Tech International Services LLC, and continues to provide executive management oversight of STIS operations and business activities. He holds a B.S. degree in Geosciences from the University of Arizona and a M.B.A. from the University of Texas. Mr. Jones also serves on the faculty of Acton School of Business in Austin, Texas.


Justin Bilyeu, Site Manager

Justin provides leadership and technical expertise for Shale Tech International Services’ operations, direction for enhancing the Paraho II™ technology, and directing research efforts to further develop oil shale retorting technology. Mr. Bilyeu has over 20 years experience in the oil and gas industry and other process plant operations, and holds a B.S. degree in Chemical Engineering from the Colorado School of Mines.


Larry Lukens, Executive Technical Director

Larry has an extensive background in synthetic fuels with 38 years of experience in energy related fields, over 30 of which are in oil shale. Dr. Lukens was the former President and Chief Executive Officer of Paraho Development Corporation and its subsidiaries. Currently, he oversees research and development efforts and works closely with STIS engineers and clients. He received his B.S., M.S., and Ph.D. degrees in Mechanical Engineering from Purdue University and is a retired Naval Officer.
